Android 9.0 P is expected to get unveiled to the world at the Google I/O 2018 event that will be held in May. Recent reports have suggested the first developer preview of Android 9.0 would be available by early spring, probably in March. As it happens with every new version of Android OS, Android P will also bring along plenty of new features. Rumors have it that there will be one feature that will provide the power to mobile operators to show full signal bars even when the network strength is low.
The strength of the signal is usually calculated by a mobile phone as dBm. This value is shown as signal bars that can be seen on the status bar. Some of the commits from Android Open Source Project (AOSP) of Android 9.0 that there is a new configuration through which mobile operators will be able to define signal strength as they desire. So, after installing the Android P update, users may end up feeling that the network strength has improved after installing it. Some of the carriers that have found listed in the commits include Vodafone Libertel (Netherlands), Verizon Wireless (US) and Telstra Corp (Australia).

It appears that Google is obliging to the requests by carriers to add the new feature on Android P. However, actual reason behind inclusion of this feature is not known. As of this writing, none of the APIs that can measure signal strength have been modified or restrict. Hence, users can use any of the available apps from the Play Store that can accurately measure the signal strength.
