Taxes on e-cigarette devices totaled 2.83 billion rubles (about 230 million yuan), while taxes on heated tobacco cartridges amounted to 923 million rubles (about 74.7 million yuan). The import tax on e-cigarette liquid is 3.507 billion rubles (about 280 million yuan), and the tax on heating tobacco equipment is 357 million rubles (about 28.9 million yuan).
In January 2023, Russian President Vladimir Putin signed a law that raises tax rates on cigarettes, cigars, heated tobacco products, and e-cigarette vaping from March 1, while eliminating taxes on e-cigarettes themselves.
According to the new law, from March 1 to December 31, 2023, the tax rate of e-cigarette liquid will be increased to 20 rubles per milliliter, 21 rubles per milliliter in 2024, and 22 rubles per milliliter in 2025; In 2023, the tax rate for heated tobacco bombs will be 8,669 rubles per kilogram, which will be increased to 9,016 rubles in 2024 and 9,377 rubles in 2025.
The law also defines e-cigarette liquid as any liquid that contains 0.1 mg/ml or more of liquid nicotine.
